BME CAO NEWSLETTER ON CLOSING THE 2022/23/1 TERM NR. 2 - REGISTRATION FOR THE TERM, DISMISSAL AND RECLASSIFICATION

Dear Student!
We would like to help you to organize your tasks at the end of the term and the start of the next term, by collecting the most important pieces of information concerning the dismissal and reclassification.

1. RegistRATION for the 2022/23/2 term:
between 1st of December, 2022 – 23:59 CET 23rd of February, 2023
For students of Faculty of Economic and Social Sciences: Registration for an active term in Neptun is only possible following successful completion of „700_BME GTK Work and Fire Safety Training” Neptun request.
For EVERY tuition fee-paying student: for the students, who made the registration for the 2022/23/2 term between the 1st of December and the 14th of December, the CAO can inflict the tuition fee based on the official exchange rate of the 2022/23/1 term. After the 15th of December, the CAO will make the correction of the unpaid fees or inflict the difference of the tuition fee between the inflicted fee and the correct tuition fee with the official exchange rate of the 2022/23/2 term.
UPDATE (15.12.2022): the official exchange rate of the tuition fee for the spring term is 405,73 HUF/EUR.
The period of successive passive terms may not be longer than two terms. In duly justified cases the Faculty Study Committee (FSC) may permit the successive suspension of a student’s legal status for more than two terms according to the request of the student. If you don’t have the permission of the FSC, then your student legal status will be terminated.

2. FOLLOWING-UP YOUR GRADES ENTERED INTO NEPTUN:
Departments may record results of the term 2022/23/1 until 14:00 CET, 31st of January, 2023. You can check them in the NEPTUN /Studies /Gradebook menu. Please keep track of your results and if you notice any discrepancies or missing grades then you can use the E006 Request for Discrepancy Elimination in Grade Neptun request to ask for entering the grade or modifying the previously entered grade.
3. statement OF STUDY RESULTS, DISMISSALs
Until 31st of January, 2023, CAO will perform the averaging of the term 2022/23/1. The study results of the term and cumulative study results will be determined. Students affected by the dismissal for academic reasons will be notified through NEPTUN. They will receive an Official Note and a Resolution attached to it (NEPTUN/ Studies/ Official notes). Appeal is only possible as described in the Official Note and the Resolution.
Students' access to NEPTUN after their dismissal is still granted!
3.1. DISMISSAL for academic reasons
BME dismisses students for academic reasons on the basis of the study results entered until 31st of January, 2023 in the term 2022/23/1 for the following reasons:
- If twice the training period (specified in the Training and Output Requirements) expires and you do not obtain the „Absolute” (Abszolvált) student status. You can find your deadline for obtaining the „Absolute” student status, in NEPTUN/ Studies/ Training data/ menu under Expected graduation date. If you have submitted an E999 request in advance, the Faculty Study Committee could grant an extension of training time. In case of other types of dismissal, there is no possibility to request a prior exemption.
- If the total number of failed exams/ comprehensive exams taken after 1st of September, 2012 in the same subject, in the same training program, reaches 6. A failed exam is considered to be an exam that the student attempts to pass but receives an insufficient (1) grade. Dismissal due to 6 insufficient grade is required by law, therefore it is not possible to obtain an exemption from dismissal on an equitable basis (Faculty Chance does not apply), even if the student may have passed the subject in a 7th exam.
- In the same training program, even after 6 registrations, credit points for the same subject have not been acquired. (Applicable from the 2015/16/2 term.)
- If a student's legal status has been established in BSc or Integrated MSc training program after 1st of October, 2015, and the cumulated grade point average does not reach 2.25 at the end of the fourth „Active” term after enrollment. The cumulative grade point average is the value entered in the Cumulated grade point average field for the 2022/23/1 term in NEPTUN/ Studies/ Grade average menu.
- If a student's legal status has been established in MSc training program after 1st of October, 2015, and the cumulated grade point average does not reach 2.50 at the end of the second „Active” term after enrollment. The cumulative grade point average is the value entered in the Cumulated grade point average field for the 2022/23/1 term in NEPTUN/ Studies/ Grade average menu.
- If a student's legal status has been established after 1st of October, 2015, and at least 20 credits have not been obtained in the last three „Active” terms, or have been re-admitted to the given training program and have not obtained at least 10 credits in the first three „Active” terms since enrollment (provided that the student did not participate in a part-time study abroad training program in which studies are credited at BME).
If the decision to terminate the student’s legal relationship becomes final, the legal relationship of students who are dismissed for academic reasons becomes terminated on 27th of January, 2023.
The dismissal decision can only be revoked if an 015 Appeal against dismissal for academic reasons request is submitted through NEPTUN before the legal remedy's deadline (15 days after the date of the official note). With the exception of the 6 insufficient grades, the Faculty Study Committee may grant an exemption as well, so CAO will ask for their statement before the appeal goes to the Legal Redress Committee. In case of exemptions received in other requests in advance, the 015 Appeal against dismissal for academic reasons request must also be submitted and, in the „Reasons of my request” section must be referred to the other in which the exemption was granted in the first place.

3.2. Dismissal upon request
If a student wishes to terminate his/her legal relationship with BME then an E032 Dismissal upon request can be submitted through NEPTUN. The request is continuously available.
The legal relationship becomes terminated on the day of filing it, i.e. the day on which the E032 Dismissal upon request is submitted. When the request is accepted and closed by CAO, an Official Note regarding the dismissal and a Resolution attached to it will be registered in NEPTUN.
All existing financial liabilities towards BME must be settled. If you have a liability, the fact will be recorded in the Resolution.
Upon receipt of the Resolution to dismiss, a „Registry book excerpt” of the subjects and credits can be requested by submitting an E027 Request for a certificate request through NEPTUN.
If you wish to terminate your legal relationship due to admission to another BME training program or to another institution in Hungary, please inform CAO about your intention in advance and be informed about the necessary admission process to the new training program or institution.
4. TERMINATING SCHOLARSHIP status (reclassification)
Terminating your scholarship status does not mean you are losing your legal relationship with BME as well. You will be automatically reclassified into a tuition fee-paying student status and all the rules regarding the tuition fee deadlines and enrollment for terms or exams will apply to you.
For new tuition fee-paying students, the Study contract must be signed by 23rd of February, 2023
- 040_Presentation of document form certified by AVDH, or
- printed in duplicate, signed by the student in person at the CAO, available on the CAO website at the opening hours
must be submitted or they will not be allowed to start the term with active status.
4.1. terminating scholarship status BASED ON STUDY RESULTS (36 credit rule)
Pursuant to Section III.3.3 of the Stipendium Hungaricum Programme Operational Regulations, whenever an academic year is closed, higher education institutions shall check if scholarship holders collected 36 credits in total in the two most recent active terms. Only the credits collected shall be considered, the credits transferred shall be excluded. Students starting their higher education studies before the 2018/2019 academic year or in a doctoral programme or in a preparatory course are not subject to the credit minimum requirement. If a student fails to collect the required number of credits, the higher education institution shall terminate the scholarship holder status at the end of the academic year (until 15th of July at the latest) and notify the Tempus Public Foundation.
There is no reclassification based on the 36 credit rules at the end of the fall semester of the 2022/2023 academic year, but please keep in your mind the 36 credit rule by the subject registration period for the spring term.
4.2. terminating scholarship status based on expiring scholarship Agreement
Your scholarship holder status will automatically be terminated upon the termination of your scholarship agreement.
Your scholarship period can be modified if you are admitted to a preparatory course before your training program, or if you change institutions or training programs, or if you take „Passive” terms. In these cases, you will be notified before your original scholarship period ends and you will receive a new Letter of Award instead of termination.
You can apply for a scholarship period extension on your own two times during your studies. You will lose your scholarship status if your extended periods are over or if your request for extension is rejected by the Faculty or by the Tempus Public Foundation.
4.3. Further reasons of terminating scholarship status
The scholarship holder status will automatically be terminated if you are dismissed from BME for academic reasons or upon your own request. In this case, your legal relationship will be terminated as well.
The scholarship holder status will automatically be terminated if you obtain the „Absolute” (Abszolvált) student status. In this case, your legal relationship will be terminated as well.
The scholarship holder status may be terminated based on the student’s written request (delivered via email).
The scholarship holder status will also be terminated if a student becomes entitled to the same rights as Hungarian students, i.e. obtains Hungarian citizenship (including dual citizenship) or granted asylum and/or protection in Hungary.
The scholarship holder status shall also be terminated if a scholarship holder fails to meet the requirements stated in their Letter of Award.
